Meghalaya Launches Investigation into Forest Encroachment Allegations Against Tech University

The Meghalaya government has initiated a formal inquiry into allegations that the University of Science and Technology Meghalaya (USTM) encroached on forest land, following a detailed report by the Supreme Court-appointed Central Empowered Committee (CEC). The inquiry reflects concerns over possible violations of environmental and forest protection laws, specifically the Forest (Conservation) Act, 1980, and comes in response to increasing public scrutiny regarding land use and conservation in the state. The CEC, which investigated the matter, found that USTM allegedly occupied over 25 hectares of forest land in two phases, raising questions about legality and environmental compliance. In addition, the CEC report recommended penalties totaling ₹150.35 crore. The complaint was initially brought to attention through a petition filed by Assam BJP leader Jitul Deka.

On September 25, Meghalaya’s Deputy Chief Minister Prestone Tynsong confirmed that a panel had been constituted to carefully examine the CEC’s findings and verify conditions on the ground. This committee has been tasked with conducting a thorough review of all relevant details and physically inspecting the sites identified in the CEC report. The panel comprises representatives from the Pollution Control Board, the Mining and Geology Department, and the district administration, ensuring a multidisciplinary approach to the investigation. The Additional Deputy Commissioner of Nongpoh will lead the committee, and it has been mandated to submit its findings by October 15. The state government intends to base its final decision on the report’s recommendations.

Tynsong emphasized the importance of a balanced and measured approach, cautioning against hasty decisions such as shutting down the institution without proper evaluation. He stated, “If you blindly say everything must be closed down, I think that is wrong,” highlighting the government’s intention to adopt a process that considers both legal compliance and the broader impact on education and the community. He also stressed that the government’s stance should not be seen as inaction but as due diligence, noting that a well-informed decision can only be made once the committee submits its report.

USTM, founded in 2008, is one of Meghalaya’s leading private universities, attracting students from across the region and contributing significantly to higher education in the state. The allegations and the ongoing inquiry hold substantial implications not only for USTM’s administration and operations but also for its students and faculty. A decision against the university could affect its functioning, future admissions, and overall reputation. Conversely, a fair and balanced review may help clarify the facts and ensure that appropriate measures are taken while maintaining educational continuity.
