Assam Cabinet Clears Asom Mala 3.0 Project with ₹3,217-Crore Investment

The Assam Cabinet, chaired by Chief Minister Himanta Biswa Sarma, convened on Thursday, November 13, and approved a comprehensive set of landmark decisions designed to accelerate the state’s progress across multiple sectors. With a cumulative investment exceeding ₹4,000 crore, these decisions reflect one of the most ambitious development initiatives undertaken by the state government in recent years. The approvals span key areas such as infrastructure expansion, sports development, community-led riverbank protection, historical transparency, and the promotion of family values among government employees.

A major highlight of the meeting was the approval of Asom Mala 3.0, a massive road development programme valued at ₹3,217 crore. This project aims to significantly upgrade Assam’s transport network by covering 883 kilometres of roads and constructing 36 bridges across 34 districts. By improving inter-district connectivity, ensuring smoother and faster travel, and facilitating better logistics, the project is expected to bolster economic activity throughout the state. The high-speed transport corridors planned under Asom Mala 3.0 will not only modernise Assam’s road infrastructure but also reduce travel time and support regional mobility, thereby enhancing the ease of movement for citizens and businesses alike.

The Cabinet also took a significant step toward elevating the state’s sports environment by approving ₹765 crore for the redevelopment of the RG Baruah Sports Complex. The aging sports facility will be transformed into a world-class sporting hub featuring a 25,000-seat FIFA Category 2 stadium along with multiple modern amenities and training infrastructure. This major redevelopment will position Assam to host national and international sporting events, while also providing a nurturing environment for young athletes. The investment underscores the state’s commitment to promoting sports as a vital avenue for youth development and global representation.

Addressing the ongoing challenges posed by floods and riverbank erosion—which affect many communities across Assam—the government approved a Community-Led Riverbank Protection Policy. This innovative initiative focuses on strengthening embankments through voluntary land relinquishment by local residents, ensuring timely project execution and fostering stronger community involvement. By engaging local communities directly in riverbank protection efforts, the policy aims to create long-term, sustainable solutions for regions vulnerable to erosion and flooding.

In the interest of transparency and public awareness regarding historical events, the Cabinet approved the publication of the Tribhuvan Prasad Tewary Commission Report on the Assam Disturbances of 1983. Both hard and digital copies of the report will be made available during the upcoming Assam Legislative Assembly session. This move demonstrates the government’s commitment to promoting informed public discourse and acknowledging past events with openness and accountability.

Further reinforcing social values, the Cabinet approved special casual leave for government employees under the Matri Pitri Vandana initiative. Employees will be able to avail of this leave either from July 9–12 or July 23–26 in 2026. This thoughtful measure is designed to encourage employees to spend meaningful time with their parents, thereby promoting family bonding and respect for elder care.
